The state confirms it has awarded a "beneficial use" permit, allowing developers of the Battlefield Golf Club to use fly ash to sculpt the links' contours. Days later, the state gives Dominion one year to get its landfill slimmed down. Dominion says it will do so by providing roughly 25,000 tons of fly ash a month for the golf course, where no liners or monitors are required, unlike at the landfill.
